Abstract
The suggestion that the formation of structure on cosmologically small scales can backreact on the evolution of the Universe as a whole has gained considerable attention recently. We argue that, to settle this issue, an averaging procedure is required which is capable of averaging tensor quantities in a generally covariant way. We discuss in depth various approaches to such a procedure, and remaining problems which need to be addressed.
