Reconceptualising decarbonisation: Understanding UK industrial decarbonisation through the lens of megaprojects

Abstract
The UK’s industrial decarbonisation strategy and net zero strategy, both published in 2021 gave us the first insights into what industrial decarbonisation might look like in the UK. Central to the government’s strategy are six industrial hubs which will drive the development of new technology such as CCS and Hydrogen. The scale of these sites and the development involved means they can be feasibly defined as megaprojects. Here we ask what does it mean to define decarbonisation clusters as megaprojects and what might this imply for the fate of the UK’s emission reduction targets.
