Health care expenditures and national security: transformation of causal patterns in time of COVID-19

Abstract
The scale of the destructive impact of the COVID -19 pandemic on the leading macroeconomic indicators varies significantly in different countries. It allows us to make assumptions about specific determinants formed in the pre-pandemic period that determine the resistance of the country’s socioeconomic system to similar global threats. Therefore, the main task of the research is to determine the financial, digital and socioeconomic determinants, as well as public health factors that caused the resistance/vulnerability of the components of the state’s national security during the COVID -19 pandemic. The research involves determining the explicit and latent relationships between these determinants, their internal diffusion and synergistic processes, which aims to reveal the “bottlenecks” and strengths of the country’s economic system. Within the framework of the study, it is also planned to carry out a benchmarking analysis of the best global approaches to the digitization of the healthcare sector, the appearance of which is caused by the pandemic conditions. The obtained results will be the basis for developing a simulation model for forecasting the consequences of the emergence of new waves of the pandemic / other epidemiological threats / threats that create an abnormal load on the healthcare and social security systems (including military conflicts).
