Abstract
Whereas machine learning algorithms are adopted for modelling the evolution of natural hazard events, the biggest challenge is with extreme events, where data are scarce. Both the occurrence of extreme events, and potential cascade event losses are addressed from a counterfactual perspective, identified by Judea Pearl as being at the top of the ladder of causation. Applications of Gen AI are discussed.
