What is the point of public systems of assessment?

Abstract
The first question to ask about any assessment is, what is its purpose? We have seen in recent years public systems of assessment run into difficulties when they are asked to do too many jobs. So this seminar will consider what can be done to address the issue of the purposes of public exams better? Why, for example, do students have to take GCS Es, English language exams, A levels, Diplomas, and vocational assessments? And in this debate, can we balance the differing needs of those who are stakeholders in these assessment systems?
