TCP/IP: what does it do, and why does it work

Abstract
I will be talking about congestion control aspects of TCP , and why it’s a sensible protocol for allocating (upload and) download rates. I might get around to figuring out what the /IP part does. This will be closely following the corresponding part of the Part III Stochastic Networks course.
