Abstract
Over the past few years, the explosion in mobile data services has brought into sharp focus the need for effective management of the radio spectrum. Most countries now adopt some sort of auction mechanism when allocating spectrum to mobile network operators. The UK telecommunications regulator, Ofcom, was one of the early pioneers in the implementation of so-called combinatorial auctions, which allow participants to place bids on packages of individual items. As the underpinning theory and good practice in implementation have become more robust, auctions have steadily become more ambitious. In this talk, I will look at the key issues in designing and delivering combinatorial auctions, and show how the state of the art is still developing.
