An Illusion of Complicity: terrorism and the illegal ivory trade in East Africa

Abstract
Dr Thomas Maguire will be presenting findings from research in Kenya and the UK that fed into the recent publication of the Royal United Service Institute for Defence and Security Studies (RUSI)’s Occasional Paper, ‘An Illusion of Complicity: Terrorism and the Illegal Ivory Trade in East Africa’. Co-authored with Cathy Haenlein and launched by the Rt Hon William Hague, new RUSI Chairman and the UK’s former Foreign Secretary, the report examines three questions: whether – and how – the terrorist group Al-Shabaab has been involved in the East African ivory trade; whether the trade has represented a significant funding source for the group; and how any Al-Shabaab involvement has compared to the facilitation and benefits gained by other key actors and factors, in particular organised crime and corruption.
