DESCRIPTION:This presentation will discuss the access of small island deve
 loping states’ (SIDS) to high seas fisheries. SIDS are increasingly invo
 lved in high seas fisheries but are often not members of high seas regiona
 l fisheries management organisations. The presentation will discuss genera
 l and special access to high seas fisheries and then examine recent state 
 practice in two regional fisheries management organisations: the Commissio
 n for the Conservation of Antarctic Marine Living Resources and the North 
 East Atlantic Fisheries Commission. An examination of recent state practic
 e in these two regional fisheries management organisations will show that 
 member states are applying the law selectively to various fishing nations 
 and more strictly to SIDS thus in effect restricting SIDS’ access to hig
 h seas fisheries.
