DESCRIPTION:Frames are a kind of distributive lattice that can represent '
 spaces' in pointfree topology. Remarkably\, the congruence lattice of a fr
 ame is again a frame. While there is much known about these congruence fra
 mes\, a simple internal characterisation has remained elusive. Taking a bi
 topological perspective allows us to make progress. The fact that frames p
 ossess smallest dense sublocales will also play a key role in the characte
 risation.
