 ere refers to George Kennan's argument developed in the 1940s\, as modifie
 d in Prof. Shapiro's book Containment: Rebuilding a Strategy against Globa
 l Terror. Prof. Shapiro takes cosmopolitan democrats to be people who are 
 committed to the view that democracy is the best system of government and 
 who favor its preservation and diffusion around the world. Prof. Shapiro d
 evelops his argument from an American perspective\, but it could equally b
 e developed from\nthat of any other democracy.
