DESCRIPTION:For two decades\, humanitarian governance has been in a “cri
 sis” owing to its perceived lack of effectiveness and legitimacy.  In re
 sponse\, stakeholders have called for various reforms\, including localiza
 tion – shifting power from Western to Southern-based actors.  Localizati
 on has widespread support\, even among Western actors.  If it is so popula
 r\, why so little progress? Barnett argues that the presence of a Humanita
 rian Club – an exclusive group of Western actors – is a chief obstacle
 .  In his talk\,  Barnett will go through the various explanations for thi
 s continued closure\, though will primarily advance the concept of the "cl
 ub" to better understand the causes for these on-going patterns of exclusi
