DESCRIPTION:Star formation on galactic scales is observed to be a slow pro
 cess\, a result\nknown as the Kennicutt-Schmidt relation. I will argue\, u
 sing observations\,\nsimulations\, and analytic theory\, that the star for
 mation on smaller scales\,\nthose of Giant Molecular Clouds (GMCs)\, incre
 ases with GMC age. I will show\,\nusing a new GMC catalog\, that GMCs in t
 he "five kiloparsec ring" of the\nMilky Way are contracting under self-gra
 vity\, and argue that this collapse\nis halted and reversed by feedback fr
 om star clusters. I will then describe\nthe results of the FIRE simulation
 s\, which show that in galaxies with higher\ngas surface density\, and hen
 ce more massive GMCs\, the feedback not only\ndisrupts the GMCs\, it drive
 s winds from the simulated galaxies\; at high\nredshifts\, the simulated w
 inds remove the interstellar medium of the galaxy\,\nhalting star formatio
 n for a dynamical time. Upcoming CO intensity mapping\nexperiments will te
 st this prediction of the FIRE simulations.\n
