DESCRIPTION:The presentation will examine the history of US Independent Sy
 stem Operator (ISO) markets\, mistakes that were made and corrected\, how 
 they are regulated\, and how theoretical sustainable economic efficiency c
 an be achieved. In addition\, we examine how efficient transmission planni
 ng in theory is achieved and the problems associated with implementing it.
  Lastly\, we will address the critical role optimization software and appr
 oximations must play to achieve these objectives.
