DESCRIPTION:The fate of Cauchy horizons\, such as those found inside charg
 ed black holes\, is intrinsically connected to the decay of small perturba
 tions exterior to the event horizon. As such\, the validity of the Strong 
 Cosmic Censorship conjecture is tied to how effectively the exterior damps
  fluctuations. By studying perturbations in the exterior of Reissner-Nords
 trom-de Sitter black holes we identify three families of modes: one direct
 ly linked to the photon sphere\, another family whose existence and timesc
 ale is closely related  to the de Sitter horizon and\, finally\, a third f
 amily which dominates for near-extremally-charged black holes. By giving a
  detailed linear analysis of  perturbations of such black holes we conject
 ure that Strong Cosmic Censorship is potentially violated in the near extr
 emal regime.
