DESCRIPTION:Using census data\, this paper compares English local authorit
 ies and three decades of housing development to search for cases where hou
 sing growth is inclusive. 'Housing growth' is defined as growth in averag
 e space per person\, measured in rooms per person. 'Inclusive growth' is 
 housing growth not accompanied by an increase in housing space inequality.
  There were a few cases of inclusive growth\, and also inclusive non-grow
 th. However\, in most local authorities\, for most of the decades 1981-91\
 , 1991-2001\, 2001-2011\, housing growth was not inclusive\, and there wer
 e also a few cases of non-inclusive non-growth.\n
