DESCRIPTION:I will discuss the hypothesis that the cosmological wavefuncti
 on of the universe\, e.g. the Hartle-Hawking state\, might be the partitio
 n function of a theory with one lower dimension (with 3 space dimensions b
 ut no time dimension).  I will argue that---at least at distances above th
 e Planck scale---the Hartle-Hawking state satisfies all of the axioms of a
  local Euclidean field theory except for one very important axiom\, Reflec
 tion Positivity\, which is related to positivity of the Hilbert space norm
 .  If we allow ourselves to relax this assumption\, then it may be that an
  emergent time dimension is a generic property of a large class of field t
 heories\, and that the space of all such partition functions gives a nonpe
 rturbative definition of a unique quantum gravity theory\, with no free pa
 rameters.
