DESCRIPTION:The 1970s marked a major break in the politics of public finan
 ce as the limits of the postwar fiscal contract were reached under the com
 bined pressure of inflation\, the oil shock and the collapse of the Bretto
 n Woods regime.  The most striking outcomes were the policies of Thatcher 
 and Reagan\, but the Labour and Social Democratic governments of Britain a
 nd West Germany also had to respond in ways that this paper will consider 
 in a comparative perspective
