DESCRIPTION:It is commonly observed that the large scales in freely-decayi
 ng\, rapidly-rotating turbulence are dominated by columnar vortices aligne
 d with the rotation axis. We show that these columnar vortices are an inev
 itable consequence of angular momentum conservation and that they form by 
 linear inertial-wave propagation.
