 fect on achievable control performance \nare typically made before the act
 ual controller(s) are designed.  This talk will start by briefly \ndescrib
 ing the control hierarchy in chemical plants\, and an approach to designin
 g this hierarchy.\nNext\, controller-independent tools for analysing achie
 vable control quality will be described.  Finally\, \ncontrol structure se
 lection for the regulatory control layer (and\, _yes_\, it is important) w
 ill be addressed.\n\n
