DESCRIPTION:We still know little about the precise mechanisms by which the
  brain learns. Nevertheless\, like any engineered system\, it must balance
  competing objectives and design constraints. I will consider some of the 
 difficulties the brain faces in learning on a 'wet' medium. I will then us
 e simple optimisation theory to illustrate how the brain could compensate 
 for such difficulties. I will use the insights gained to rationalise some 
 otherwise counterintuitive experimental observations on architectural feat
 ures of the brain.\n
