DESCRIPTION:Motivated in part by the black hole information paradox\, but 
 also by a general attempt to consider possible modifications to standard f
 ield theory\, we examine evolution laws in which pure states evolve to mix
 ed\nstates. Such theories have been previously rejected because of a tensi
 on between locality and conservation laws. Here we show that this tension 
 can be resolved in a relational framework.  We also discuss possible ways 
 to couple this theory to gravity\, and a generalisation of Noether's theor
 em.
