DESCRIPTION:Since the start of China's economic liberalisation in the 1980
 s\, hundreds of millions have moved to its cities in search of better live
 lihoods. This movement has been highly uneven\, however: a handful of urba
 n growth centres are struggling to absorb the migrant population\, while t
 he rest of the country suffers from serious brain drain. How can smaller c
 ities invest in urban amenities to attract and retain migrants\, rebalanci
 ng development across the country in the process?
