DESCRIPTION:A time series of soft X-ray emission observed by the GOES sate
 llites\nfrom 1974-2007 is\nanalyzed. We show that in the periods of high s
 olar activity the\nenergy distribution of soft X-ray solar flares for M an
 d C\nclasses is well described by a FARIMA model with Pareto noise. The mo
 del\nincorporates two effects detected in our empirical studies. One of\nt
 hem is a long-term dependence (long-term\nmemory)\, and another correspond
 s to heavy-tailed distributions.\nFinally\, we address a challenging probl
 em of how to build a proper\nphysical model for analyzing fractional dynam
 ics (Langevin or\nFokker–Planck) with long-range dependence of empirical
  data sets.
