DESCRIPTION:Security assemblages exist at the intersection of the populati
 on and the milieu. This presentation explains how the apparatus of securit
 y problematised space in such a way that it justified a reduction in the r
 ole of government in the name of better care and cost savings. I examine t
 he emergence of the UK's public health policy Caring for People in the 198
 0s\, which played a significant role is reorganizing social care by promot
 ing individual choice in lieu of institutionalisation. While the policy's 
 stated aims were to improve the lives of those who depend on care\, the re
 sult was a greater burden on individuals and less investment in infrastruc
 tures of care.
