DESCRIPTION:In the first part of this talk I will overview my recent propo
 sal for extracting the entire algebraic structure of a continuum QFT from 
 a large but finite lattice theory.  This proposal extends familiar RG idea
 s and shows how to systematically smoothe out lattice fields to get ersatz
  continuum ones.  The second part of the talk will use this lattice-contin
 uum correspondence to precisely track the emergence of Abelian Chern-Simon
 s physics from lattice theories.   This can be done completely explicitly 
 in (0+1)D\; many new lessons will also become available in the more famili
 ar but less tractable (2+1)D case.
