DESCRIPTION:The Internet Protocol version 4 (IPv4) was defined in 1981\, t
 hough a version of\nit had existed since the mid-1970s. Today\, the core p
 rotocol architecture has\nchanged little from the original. Its intended r
 eplacement\, IPv6\, took around 20\nyears to become a full standard\, and 
 is still not as widely used as IPv4.\nMeanwhile\, a number of deficiencies
  in IPv4 have been subject to retro-fitted\nfixes that themselves introduc
 e new challenges. Additionally\, due to concerns\nwith ossification of IP 
 (from a number of factors)\, it seems that attention has\nmoved to other l
 ayers of the communication stack to solve existing deficiencies\,\nor to a
 dd new functionality.\n\nI will examine examples of communication function
 ality that has "other layer"\n(non-IP-layer) solutions\, and discuss alter
 natives that could be implemented at\nthe IP layer based on the "Identifie
 r Locator Network Protocol (ILNP)":https://ilnp.cs.st-andrews.ac.uk. I wil
 l use\nresults from practical experiments with ILNP on existing IP-based i
 nfrastructure\nwith the intention of encouraging further thinking and disc
 ussion about the\nquestion(s) that form the title of this talk.\n\n*mini-b
