DESCRIPTION:The research that Prof Frank Kelly and co-workers has\ndevelop
 ed over the years sets out a powerful vision for how Internet\ncongestion 
 should be controlled and resources should be shared. \n\nThis talk integra
 tes computer communications\, control theory\, traffic\ntheory\, microecon
 omics and operational research. It ranges across main\ndevelopments: Shado
 w pricing and weighted proportional fairness and\nDistributed connection a
 dmission control. The talk covers the status of\neach in the research comm
 unity\, in the Internet engineering and\nstandards community and in the In
 ternet's business and commercial\ncommunity. It tells the continuing story
  of how tough it has been to get\nthis research understood and out into wi
 despread practice. \n\nThe challenge has been to get all these practitione
 rs to make subtle yet\nprofound shifts in their business and design assump
 tions\, not to mention\ndeveloping new engineering concepts and mechanisms
  and building\nconsensus around them.
