DESCRIPTION:The surprising discovery that the rather seeming ordinary puls
 ar B1931+24 can be OFF for weeks at a time has created a potentially impor
 tant advance in theoretical understanding of how pulsars work. A number of
  other pulsars with similar behaviour are known. On the one hand we may un
 derstand why pulsars do not have a deceleration index of 3.  On another we
  can see an outline of why pulsars remain inclined.  More importantly we h
 ave an opportunity for understanding the relationship of the well known Go
 ldreich-Julian model with the widely misunderstood Kraus-Polstorff-Michel 
 (1985).\n
