DESCRIPTION:The current global recession warrants strong and urgent global
  action.  But so does the threat of climate change.  A strong fiscal stimu
 lus is needed – beyond what governments have already put in train.  But 
 stimulus packages need to be well-designed.  Many\, but not all\, measures
  to mitigate climate change meet the design criteria very well\, so this i
 s an opportunity to increase the pace of efforts to halt climate change.  
 The scope for deficit-financed government spending varies across countries
 .  This strengthens the case for global cooperation\, as does the need for
  confidence-building actions against climate change running up to the UNFC
 CC conference in Copenhagen later this year.
