DESCRIPTION:Based on the gravity theory proposed recently by Horava\, we w
 ork out how\nperturbations behave about the vacuum of the theory. We obser
 ve two\ndifferent strong coupling problems: one associated with the princi
 ple of\ndetailed balance (an elegant but not essential ingredient of the t
 heory)\,\nand the other\, as a result of the extra degrees of freedom from
  breaking\nLorentz invariance. These problems suggest that General Relativ
 ity is not\nrecovered in the infra-red limit\, as was initially expected.
