DESCRIPTION:The stable region of a queue consists of all values of the sys
 tem parameters for the queue to be stable.  A queue can have multiple stab
 le regions\, such that the probability law governing the system has differ
 ent functional forms in different stable regions and hence the performance
  of the system cannot be captured only by the parameter values. We analyze
  a queue with multiple stable regions\, and explain why such a queue is no
 t amenable to current queueing theory.\n\nBio: Victor O.K. Li (http://www.

 n Electrical Engineering and Computer Science from the Massachusetts Insti
 tute of Technology\, Cambridge\, Massachusetts\, in 1977\, 1979\, 1980\, a
 nd 1981\, respectively. He joined the University of Southern California (U
 SC)\, Los Angeles\, California\, USA in February 1981\, and became Profess
 or of Electrical Engineering and Director of the USC Communication Science
 s Institute.  Since September 1997 he has been with the University of Hong
  Kong\, Hong Kong\, where he is Associate Dean (Research) of Engineering\,
  and Chair Professor of Information Engineering.  He also served as Managi
 ng Director of Versitech Ltd. (http://www.versitech.com.hk/)\, the technol
 ogy transfer and commercial arm of the University\, from September 1997 to
  June 2004.  Prof. Li serves on various corporate boards. His research is 
 in information technology\, including all-optical networks\, wireless netw
 orks\, and Internet technologies and applications. Sought by government\, 
 industry\, and academic organizations\, he has lectured and consulted exte
 nsively around the world.  Prof. Li is very active in the research communi
 ty\, and has chaired various international conferences and served on the e
 ditorial boards of various international journals.  He has given distingui
 shed lectures at various universities around the world\, and keynote speec
 hes at many international conferences. Prof. Li has received numerous awar
 ds\, including the PRC Ministry of Education Changjiang Chair Professorshi
 p at Tsinghua University\, Beijing\, the UK Royal Academy of Engineering S
 enior Visiting Fellowship in Communications\, the KC Wong Education Founda
 tion Lectureship\, the Croucher Foundation Senior Research Fellowship\, an
 d the Order of the Bronze Bauhinia Star\, Government of the Hong Kong Spec
 ial Administrative Region\, China.  He was elected an IEEE Fellow in 1992.
