DESCRIPTION:I will explain why the traditional approach to framing climate
change\npolicy in terms of long-term stabilization targets for atmospheri
c\nconcentrations of greenhouse gases gives rise to some rather ill-posed\
nscientific questions. Moving on from this\, I will explain how focusing\n
on cumulative emissions of the longest-lived greenhouse gases provides a\n
scientifically more robust basis for policy. Acknowledging the existence\n
of an uncertain limit on the total amount of carbon dioxide we can\nreleas
e into the atmosphere draws attention to the possibility that we\nwill fin
d out\, too late\, that we have released too much. Under those\ncircumstan
ces\, the only way left of avoiding dangerous climate change\nwould be art
ificial draw-down of atmospheric carbon dioxide or other\,\neven more spec
ulative\, forms of geo-engineering\, hazards of which I will\ndiscuss. Fin
ally\, I will speculate on how a cap on cumulative carbon\ndioxide emissio
ns might translate into an effective mitigation policy.
