DESCRIPTION:The strong-property-fluctuation theory (SPFT) provides a means
  of estimating the electromagnetic constitutive parameters of a host of ho
 mogenized composite materials (HCMs). Unlike conventional approaches to el
 ectromagnetic homogenization\, the SPFT accommodates a detailed characteri
 zation of the statistical distributions of the constituent particles that 
 make up the HCMs. This talk will focus on the development of the SPFT for 
 the most general linear materials.
