DESCRIPTION:Experiments have shown that phoretic colloids and bacterial su
 spensions spontaneously crystallise at boundaries. Equilibrium theories of
  the liquid-solid transition\, based on inter-particle potentials\, are in
 applicable to these non-equilibrium situations. Therefore\, we construct a
  theory in which inter-particle forces and torques\, rather than potential
 s\, play a central role in determining collective states. The active force
 s and torques entering the theory can be computed exactly in the limit of 
 slow viscous flow. The resulting collective dynamics and steady states are
  in agreement with experiment.
