DESCRIPTION:I will present a toy model of cosmology where time evolution o
 f the perturbations follow from a set of static differential equations of 
 its correlation functions. As we change the positions of the fluctuations 
 whose correlations we measure\, the correlation function changes in a way 
 that is consistent with rules that I will explain. These rules are a recas
 ting of cherished local\, unitary time evolution\, albeit without explicit
  mentioning of time anywhere. This suggests that static differential equat
 ions might offer a new organizing principle for cosmological perturbation 
 theory.
