DESCRIPTION:Certain historians have recently reconsidered British military
  and defence policy before the First World War in light of what they belie
 ve to be a British preoccupation with a global Russian threat\, rather tha
 n a German one. This paper seeks to counter this revisionism by demonstrat
 ing that whilst long-term imperial strategic planning certainly took Russi
 a into account\, the immediate threat reflected in British military and na
 val planning prior to the War remained that of Germany\, and historical ac
 counts emphasising this element still offer more convincing explanations o
 f British policy.
