DESCRIPTION:We begin an investigation of a new covariant entropy bound in 
 gravity\, the Holographic Covariant Entropy Bound (HCEB).\nIt is the maxim
 um entropy flowing through a codimension-two surface consistent with the i
 ntrinsic geometry and extrinsic curvatures on the surface.\nThis bound ari
 ses from the recently proposed Cauchy slice holography: it counts the numb
 er of states flowing in a holographically dual theory that lives on a Cauc
 hy slice.\nIn the case of pure GR with spherical symmetry\, it is related 
 to the Hawking mass.\nIt constitutes a significant improvement to an "entr
 opy=area" formula: the HCEB remains finite even as we approach the singula
 rity and the area approaches zero.\nWe also discuss the case with matter\,
  where there is a bound only for certain classes of surfaces\, and outline
  implications for tensor networks and the black hole information paradox.
