DESCRIPTION:The seminar is focused on emergencies and the state. Nat is in
 terested in the changing politics of resilience as an organising principle
  for government action in addressing climate-related disasters. Breaking w
 ith the universalising trope that resilience simply equates to the ''neoli
 beralisation' of governance\, he plans to outline some of the new state fo
 rms and arrangements that have developed under the nomenclature of resilie
 nce. On the other hand\, Leo is interested in the particular challenges th
 at long-lasting emergencies pose to the state. By thinking through blackou
 ts\, Leo will propose that the security guarantee of the state is parametr
 ical and has distinct limits\, after which the governance of emergencies i
 s solely dependent on ad-hoc measures. This seminar will touch upon themes
  including governance\, the politics of contemporary disaster resilience\,
  justice\, blackouts\, climate-related disasters and state intervention.
