DESCRIPTION:The talk is based on the research work that formed part of a P
hD thesis on the origins of the central bank in Ghana. The broader work an
alyses the events from 1825\, the year when the ‘Trade Ounce\,” a trad
e unit associated with the Atlantic slave trade\, ceased to be widely used
in the Gold Coast and other parts of West Africa\, to 1966\, by which tim
e a central bank had been established and was operating in Ghana. The talk
will cover the concept of central banking promoted in the British colonie
s by the Bank of England\, against external advice from the likes of John
Maynard Keynes on India\, Thomas Balogh on Ghana\, and Richard S. Sayers m
ore widely. The talk will also highlight the internal guidance at the Bank
of England given by Otto Niemeyer who had been involved in the establishm
ent of central banks in several countries including Australia\, New Zealan
d\, and Egypt.\nThe presentation draws on a wide range of primary sources\
, including internal Bank of England and Bank of Ghana documents and mater
ial held at the Balme Library (University of Ghana) and the national archi
ves in Britain and Ghana. It also draws on several collections of private
papers including those of Balogh\, Andrew Brimmer\, Arthur Lewis\, Oliver
 Sprague\, and Paul Warburg. \n
