DESCRIPTION:Modern technologies seem to bring almost as many harms as bene
 fits\, and\nlegislators are rolling out myriad new regulations to mitigate
  such harms.\nThe EU for instance has recently introduced the Digital Serv
 ices Act\, Digital\nMarkets Act\, AI Act\, Data Act and many more. Such te
 chnology laws are often\nintended to be _technology neutral_ in an attempt
  to ensure that they have\nbroad application but also do not quickly go ou
 t of date. But if laws are\ntruly technology neutral\, then why do we need
  so many?\n                                                               
                \nIn this talk I will first look at technology neutrality f
 rom a legal\nperspective. Then\, with my computer science hat on\, I will 
 look at how\nsystems designers build long-lived systems\, which often have
  similar design\naims as long-lived laws. I will attempt to show what desi
 gners of technology\nlaws could learn from designers of technology systems
 \, and vice versa. I will\nthen discuss some ongoing work trying to levera
 ge similarities between the\ntwo disciplines.\n\n\nBio: Tristan Henderson 
 is a Senior Lecturer in Computer Science at the University\nof St Andrews\
 , where he is meant to be in charge of Postgraduate Research and\nthe Resp
 onsible Computing Research Group (insomuch as anyone can be in charge\nof 
 anything in academia). His current research interests revolve around the\n
 intersection between computer science and law\, with a particular focus on
 \ndigital rights. Tristan has an MA in Economics\, an MSc and PhD in Compu
 ter\nScience and an LLM in Innovation\, Technology and the Law\, which per
 haps\nexplains why he is so confused about interdisciplinary work. For mor
