DESCRIPTION:We study interaction effects in topological insulators with st
 rong spin-orbit coupling. We find that the interplay of nontrivial topolog
 y and the Coulomb repulsion induces a novel critical state on the surface 
 of a three dimensional topological insulator. Remarkably\, this interactio
 n-induced critical state\, characterized by a universal value of electrica
 l conductivity\, emerges without any adjustable parameters. Furthermore\, 
 we predict a direct quantum-spin-Hall transition in two dimensions that oc
 curs via a similar critical state.
