DESCRIPTION:The Arctic Ocean is crossing an environmental threshold expect
 ed to transform it from a perpetually ice-covered region to a seasonally i
 ce-free sea within the next few decades. This environmental change has awa
 kened global interests in Arctic energy\, fishing\, shipping\, and tourism
 . The Arctic could slide into a new era featuring jurisdictional conflicts
 \, increasingly severe clashes over the extraction of natural resources\, 
 and the emergence of a new “great game” among the global powers. Howev
 er\, the environment provides a physical and a conceptual framework to lin
 k government interests in the Arctic Ocean\, as well as a template for add
 ressing transboundary security risks cooperatively.
