DESCRIPTION:We analyze Navascues-Pironio-Acin work [NJP 10\, 073013 (2008)
 ] and find an intriguing statistical interpretation of the results. Using 
 this we suggest that quantum formalism can be derived from first principle
 s.  Namely\, any theory in which a global statistical picture is achievabl
 e is consistent with quantum theory.  Counter-intuitively this principle d
 oes not contradict contextuality proofs of quantum theory in the limit of 
 weak measurements.  This work also enables unifying Bell inequalities and 
 Leggett-Garg inequalities in a single framework.
