DESCRIPTION:Let k>6. We prove that if the links of&nbsp\;most vertices in 
 a 2-dimensional simplicial complex are k-cycles then the complex is close 
 to one in which all&nbsp\;vertex links are k-cycles. I will relate this re
 sult to a variant of flexible stability for 2-orbifold groups and outline 
 some of the ingredients of the proof.\nBased on work in progress with Irit
