DESCRIPTION:Over the next decade\, astronomers will invest billions of dol
 lars on\nnew instruments to study galaxy formation and evolution at large\
 ncosmological lookback times. However\, cosmological simulations of\ngalax
 y formation cannot resolve the relevant physics required to\nrobustly pred
 ict the observables which have been the focus of studies\nof high-redshift
  galaxies. I will argue that observations of the\ndiffuse gas in the outsk
 irts of galaxies provide a much fruitful\ncomparison to theory\, because h
 ydrodynamics at moderate overdensities\nis much easier to simulate than mo
 lecule or star-formation.  I will\nintroduce a novel technique whereby a f
 oreground quasar (and massive\ngalaxy) can be studied in absorption agains
 t a background quasar\,\nresolving scales as small as 30kpc. This experime
 nt reveals a rich\nabsorption spectrum which contains a wealth of informat
 ion about the\nphysical conditions of diffuse gas around massive\nproto-ga
 laxies. These types of measurements will allow us to determine\nthe initia
 l conditions for galaxy formation. Absorption line modeling\ntechniques wi
 ll be reviewed\, and I'll discuss the implications of\nthese new observati
 ons for galaxy formation and feedback scenarios.\n
