DESCRIPTION:Stabilisation is the process by which underlying tensions that
  might lead to violence or to resurgence in violence and a breakdown in la
 w and order are managed and reduced.  At the same time efforts are made to
  support preconditions for successful longer term development.  This is no
 rmally the role of government however there are many instances where furth
 er assistance is needed.  No one organisation can do all of this.  It take
 s a combination of organisations and agencies to assist.  A military organ
 isation does not\, and should not\, have all of the capabilities required 
 but it can help particularly in unstable areas.\n\nThe Royal Engineers hav
 e been deployed constantly on operations in Afghanistan since 2002.  Speci
 alist military engineers have assisted stabilisation throughout this perio
 d.  Andy Szabo has recently returned from commanding the military engineer
 ing unit responsible for supporting the civilian led\, multi-agency\, Prov
 incial Reconstruction Team in Helmand Province.  He will examine the role 
 of engineers in helping to provide opportunities for the people of Afghani
 stan to win security\, governance and development for themselves.\n
