DESCRIPTION:It is often stated that a measurement is to establish the prob
 ability correlation between the measured object and the measuring apparatu
 s. However\, the precise meaning of this statement does not\nseem to be un
 derstood consistently. Here\, we shall discuss this problem\, and clarify 
 how the establishment of a measurement is related to the contextuality of 
 quantum mechanics. From this point of view\, we discuss the simultaneous m
 easurability of\nnon-commuting observables\, Bohr's reply to EPR's paradox
  and failure of the propensity interpretation.\n
