DESCRIPTION:David Buchan has been with the Institute since 2007. He was ed
 ucated in Oxford and Geneva. He started his writing career in 1970 with Th
 e Economist and in 1975 joined the Financial Times where he remained until
  2006. He was based in Brussels\, Washington DC and Paris and covered ener
 gy\, defence\, the Soviet bloc and diplomacy. At the Institute he has spec
 ialised in European Union energy and climate policy\, publishing a book En
 ergy and Climate Change: Europe at the Crossroads\, in 2009\, and a paper 
 on Eastern Europe's energy and climate challenges in 2010.\n\nHe is curren
 tly engaged in research on California's energy and climate policies\, a st
 udy of single state action within a federation and its relevance to the EU
 . He wrote From Liberalisation to Intervention: Europe\, the UK and the Ch
 anging Agenda in Ian Rutledge and Philip Wright (eds.)\,UK Energy Policy a
 nd the End of Market Fundamentalism to be published by Oxford University P
 ress for the Institute in 2010. He also wrote the energy chapter in 'Polic
 y-making in the European Union'\, published by OUP in 2010\, and the Rough
  Guide to the Energy Crisis\, published by Penguins in 2010.
