 t the Speaker: \n\nAfter Master’s studies in Education Science at the Un
 iversité Laval\, Claude Boucher joined the Department of External Affairs
  in 1975.\n\nIn Ottawa he worked successively in the United Nations Divisi
 on and the Francophone Africa Division. From 1978 to 1981\, he held the po
 sition of Deputy Director\, Federal-Provincial Coordination Division\, and
  from 1985 to 1986 that of Deputy Director\, Western Europe Division.\n\nI
 n 1987\, he was seconded to the Privy Council Office as Advisor in the For
 eign and Defence Policy Secretariat\, and from 1988 to 1989 as Chief of St
 aff for the Minister of the Environment. Upon his return to the Department
  in 1989\, he served as Director of Political and Strategic Analysis until
  1991\, and Senior Coordinator\, Federal-Provincial Relations\, from 2002 
 to 2004.\n\nAbroad\, he served in Kinshasa from 1976 to 1978\; at the Emba
 ssy of Canada in Paris\, first as First Secretary from 1981 to 1985 and\, 
 secondly\, as Minister-Counsellor from 1993 to 1997.\nFrom 1991 to 1993 he
  served as Counsellor in Mexico City. He served as Advisor to Boutros Bout
 ros-Ghali\, Secretary General of La Francophonie\, from 1997 to 2001. From
  August 2004 to June 2008\, he was Canada’s Ambassador to Haïti.\n\nIn 
 June 2008\, he was appointed Deputy High Commissioner for Canada to the Un
 ited Kingdom of Great Britain and Northern Ireland.\n\nHe has two children
